Catalyst Brands owns JCPenney, a U.S.-based department store chain with more than 650 locations nationwide.

JCPenney has a history of consumer and regulatory violations, including a $50 million false advertising settlement in 2016, product recalls over excessive lead paint in toys, and lawsuits involving design misappropriation. More recently, employees have raised concerns about unsafe working conditions, such as excessive heat and poor ventilation in storage areas.

The company is also tied to Delta Galil Industries, an Israeli textile manufacturer operating in illegal West Bank settlements. Through licensing and sourcing arrangements, JCPenney has sold products manufactured in facilities built on confiscated Palestinian land under military occupation.
