It maintains fully owned subsidiaries in Israel, including Cisco Israel, which provide critical infrastructure and technology services directly used by the Israeli military, police, prisons, and settlements. These offerings include servers, surveillance hardware, and extranets that support apartheid control over Palestinian territories

Inside Cisco, workers’ internal pro-Palestinian activism has been suppressed: employees report harassment, blocked petitions to stop business ties with Israel, and punitive actions against Palestinian advocacy groups. The company publicly acknowledged internal dissent and limited free speech by instituting employee speech guidelines and halting signature campaigns that called out human rights concerns.

Cisco is officially listed by BDS advocates and human rights watchdogs as a priority boycott target for enabling systemic state violence in the Occupied Palestinian Territories. It has even offered paid leave to reservists serving in the Israeli military, further cementing its institutional backing of the occupation regime.
